Philip is Head of the ScaleUp Programme in the Commercialisation Directorate in ESA. He oversees the network of ESA BICs and Brokers, is responsible for establishing new phi-labs, and providing financial advisory services and support to industry through facilitating connections with financial institutions and the investor community.

Prior to joining ESA, Philip was a senior civil servant in the UK and Scottish governments. He was Deputy Director for Investment Finance in Scotland, and Deputy Director for Space Investments, Programmes and Policy for the UK.

Philip has a background in the private sector spanning the energy, water, and agri-food industries.
